Fitch Ratings has issued a cautionary note regarding Japan’s new stimulus package, highlighting potential fiscal risks if the measures lead to a prolonged loosening of policy and increased government debt. The package is substantial, equating to around 3.4% of GDP. However, Fitch emphasises that its true fiscal impact is uncertain due to the inclusion of non-fiscal components, the distribution of measures over several years, and possible implementation challenges.
Despite these concerns, Fitch acknowledges Japan’s improved fiscal performance in recent times, which provides some rating headroom. The agency maintains Japan’s credit rating at A with a stable outlook but warns that sustained higher government spending or an increase in real interest rates could jeopardise this rating.
Fitch continues to project a gradual decline in Japan’s debt-to-GDP ratio over the coming years. Nevertheless, the agency reiterates that Japan’s exceptionally high debt levels and weak medium-term economic growth remain significant vulnerabilities.
For forex traders, Fitch’s caution may temper some of the current bullish sentiment towards Japanese Government Bonds (JGBs) and places renewed emphasis on monitoring Japan’s fiscal trajectory and policy mix. While Fitch’s assessment is measured rather than overtly negative, it suggests maintaining vigilance on the country’s long-term debt sustainability and economic outlook.
